What is the best loan to get for home repairs?

We have a house we are trying to sell. It's been on the market for about 2 years now. It's only a 2 bedroom 770 sq ft not much compared to the other houses that are selling around this town. We are thinking about adding a washroom(with washer and dryer hookups) and a deck to hopefully make it seem more livable. Probably buy a washer and dryer also. I know there are tax credits you can get for fixing up your home especially if it's energy efficient and such. I'm just wanting to know what would be the best way to go about this? We can only afford about $150/month on a loan payment...
